Crafting a Sustainable Next Generation Infrastructure: Evaluation of China’s New Infrastructure Construction Policies

How to boost the economy and achieve more sustainable development with enhanced quality, efficiency, fairness by leveraging digital technology in post-COVID-19 era has been an important agenda faced many countries. As China’s new infrastructure initiative potential open a pathway for economic resilience, its policy characteristics orientation have attracted attention makers researchers. Taking policies issued Chinese local governments since 2020 as data source, this paper, on one hand, uses text mining social network analysis reveal scope coverage of construction orientation. On other quantitative evaluation 12 provincial grounded revised framework modeling consistency index approach was conducted. The results show that adopt bottom-up incrementalism planning mode steering infrastructure. This arrangement is kind goal-oriented modulation makes adaptive participatory enhance sustainability.
